business Value approach to requirements

The advantage of a business value driven approach to software development is that the development project focuses on the features that generate the most value for the business. Take the situation where there are two features "A" and "B". Both features are about the same in size and will take the same amount of effort to develop. However, feature "A" generates 90% of the value whereas feature "B" only generates 10% of the value. It is obvious that the focus of effort should be to develop "A" and not "B".

Without a break down off the business value between the requirements, the requirement looks like both "A" and "B" are equally weighted.
